The role of innovation and civic service design within the public sector is to help people (all stakeholders) think differently about the challenges they face (make people move away from starting with a solution). Then support them to truly understand the crux of the issue they are trying to solve. Only by understanding the challenges and constraints can government effectively craft a blueprint to address these challenges.
